Hell is the lower depths. This was formerly the faerie lands, but millennia ago, a Devil Lord, the first Devil King, took over the territory from Titania, the leader of the faeries. So this is part of Hell, but... a lot nicer than the rest.
Not yet, no. [Sigh.] Because it used to be fae lands, sometimes it can be wildly unpredictable, but not usually to this extent. Try not to worry, the strongest demons of all history are working on it. [And Lucifer's stuck babysitting because well... that's always his job with the brothers.]
